I. Introduction to Tsinghua (Qingdao) Academy of Arts and Science Innovation Research

Tsinghua (Qingdao) Academy of Arts and Science Innovation Research (hereinafter referred to as "the Academy") is a municipal public institution jointly established by Tsinghua University, Qingdao Municipal People's Government, and the Administrative Committee of Qingdao West Coast New Area, which was officially registered in Qingdao in December 2018. The Academy is the ninth secondary institute of Tsinghua University and the only secondary institute of AADTHU on a national scale. It is a cooperative research institution between the university and the local government to implement "the strategy of building a cultural power" and "the strategy of innovation-driven development" in China.

The Academy is located in Qingdao West Coast New Area with beautiful scenery and convenient transportation, covering an area of more than 180 mu (1 mu is approximately equal to 666.7 m2) with a building area of about 130,000 m2. Taking the development of integrated innovation system of arts and science as the core, the Academy will give full play to the advantages of relevant disciplines of Tsinghua University, give priority to the discovery of new knowledge and application of new technologies of various disciplines, and cultivate leading talents in composite innovation and entrepreneurship areas. In line with the new changes in the development of arts and science in the context of globalization, the Academy will also promote the healthy and sustainable development of regional society, culture, science and technology, and industrial economy.

With the national development strategies and people's livelihood as the basic orientation, the Academy focuses on six innovative domains for future applications. On the basis of these domains, the Academy will look to the future based on legacies, engage with the world with domestic business centered, fully implement open and compatible strategies, conduct collaborative applied research, and export innovative products and service achievements.

1. Innovative domains for future mobility: Focusing on the development of urban and intercity transportation, the Academy will conduct comprehensive and innovative research and practice on future mobility, including innovative research on transportation means and a series of comprehensive research and practice on transportation system, environment, vision, information, and culture. The Academy will also strengthen the interaction with social enterprises and various institutions to create a new pattern of future mobility.

2. Innovative domains for future life: Centering on lifestyle, the Academy will carry out comprehensive researches on urban development, inhabitant environment, green building, interior design, furniture and facilities, daily necessities, art furnishings, intelligent home appliances, visual environment, and so on.

3. Innovative domains for future fashion: With the main objectives of creating a fashion and culture industry in line with contemporary aesthetics, including art business, clothing and apparel, light meal and catering, brand culture, cultural and creative industry, chain management, and other leading fashion and culture industries, the Academy will construct international, branded and serialized industry chains with traditional culture integrated to set a good example with future Chinese fashion.

4. Innovative domains for future health and well-being: A healthy and happy social service system will be created around major pandemic relief facilities and treatment products, daily health testing and care products, community health care and fitness products, sports facilities and products, maintenance and health care, and traditional Chinese medicine cultural products.

5. Innovative domains for future learning and R&D: In order to guarantee the sustainable development of the Academy, relying on the industrial development achievements of Tsinghua University, the Academy will carry out continuous learning research, strive to create a social education system complementary to the university education system, and actively accomplish talents gathering, training and reserving for various innovative researches. At the same time, the Academy will actively develop the domain, transform the educational achievements of Tsinghua University to the society for the benefit of the public, and return the social resources to the development of college education.

6. Innovative domains for future cultural sustainable development: Focusing on the historical dynamic research methods of traditional culture, contemporary culture, and future culture, cultural innovation is carried out with the help of cultural heritage, cultural and ideological progress is carried forward with the help of material progress, cultural self-confidence is established, and the innovation and development of arts and science are driven.

II. Recruitment Positions and Quotas

According to the provisions of the Regulation on the Personnel Management of Public Institutions ( Order of the State Council of the People's Republic of China, No. 652), the Interim Provisions on Open Recruitment of Staff for Public Institutions (Order of the Ministry of Personnel, No. 6) and other documents, as well as the relevant provincial and municipal regulations, combined with the job demands, Tsinghua (Qingdao) Academy of Arts and Science Innovation Research intends to recruit five staff members from the society in a public manner. III. Recruitment Conditions

(I) Candidates should have the nationality of the People's Republic of China;

(II) Candidates should abide by the Constitution and laws;

(III) Candidates should have good moral character and qualified physical conditions and psychological diathesis appropriate to the position;

(IV) Candidates should have the specialized skills or conditions required for the position;

(V) Candidates should be under 40 years of age (born after August 20, 1980). For specific age requirements, please refer to the Summary of Staff Positions of 2021 Open Recruitment for Tsinghua (Qingdao) Academy of Arts and Science Innovation Research;

(VI) Candidates should have other conditions required for the position;

(VII) Candidates should meet the other conditions stipulated by laws and regulations.

The following qualified personnel can apply for positions restricted to fresh college graduates: college graduates who have not signed contracts with their employers during the employment selection period (2019, 2020) as stipulated by the state, as well as the returned students who studied in foreign (overseas) teaching and research institutions and graduated at the same period along with the domestic (inland) fresh college graduates (including those who have not signed contracts with their employers during the employment selection period) in China.

Targeted-area students and students of entrusted training must obtain the consent of the related institutions and units if they want to apply for the position.

Military personnel in active service, as well as non-fresh graduates in school from full-time ordinary colleges, are not allowed to apply for the position. Non-fresh graduates in school from full-time ordinary colleges cannot apply for the position with the acquired academic degrees as a condition.

Persons who have been criminally punished, who have been expelled from the Party, who have been expelled from public office, and who are not allowed to be employed under other circumstances as stipulated by laws and regulations will not be employed.

Candidates are not allowed to apply for a position for which the avoidance is provided in the Regulations on Avoidance in Personnel Management in Public Institutions (Ministry of Human Resources and Social Security No.1/2019).

A college graduate's social practice, internships and part-time jobs during his/her college time may not be treated as work experience. The calculation of work experience is limited to full months and full years of work experience. For 2021 fresh graduates, the graduate and degree certificates shall be obtained by July 31, 2021.

IV. Recruitment Procedures

(I) Publication of recruitment information

Recruitment information will be published to the society at the official website of Qingdao Municipal Bureau of Human Resources and Social Security and at the website of Tsinghua (Qingdao) Academy of Arts and Science Innovation Research (http://www.as as.ad.tsinghua.edu.cn).

(II) Application and qualification review

1. Application

Application method: Online application

Application period: 8:00, August 20 to 18:00, August 27, 2021

Application documents: An applicant shall fill in Candidate Registration Form in the prescribed format, and email a compressed file of scanned copy of the documents required for the position he/she applies for, to the designated email address: hr@tasa-edu.cn, with the file name and the email subject as follows: position - name - contact details. The application documents include, without limitation:

(1) Front and back sides of ID card;

(2) Nationally-recognized academic certificates and degree certificates of different phases, together with CHSI verification reports (only academic certificates and degree certificates obtained before July 31, 2021 are accepted); in case where the candidate is a person returned after finishing overseas study, the verification certificate of foreign (overseas) academic certificate and degree certificate, the returnee's certificate and relevant certification documents issued by CSCSE are required;

(3) The recommendation form for graduate's job application and the works or award certificates representing his/her levels of academic performance and scientific research during study issued by the school are required, in case where the applicant is a fresh graduate; and

(4) The Letter of Public Institution Candidate's Commitment to Integrity signed by him/her

For the recruitment position for which the number of applicants applying does not meet the prescribed rate after the deadline for submission of applications, if it is planned to recruit 1 applicant, the recruitment shall be cancelled; if it is planned to recruit 2 applicants, the number of recruits shall be reduced to adapt to the prescribed rate. In case of the aforesaid cancellation or reduction, the notice shall be published at the website of Tsinghua (Qingdao) Academy of Arts and Science Innovation Research.

2. Qualification review

The qualification review shall be conducted over candidates throughout the whole recruitment process. Each candidate shall fill in and submit required personal information truthfully. Once the information provided by the candidate is found untrue, the applicant will be disqualified.

(III) Examination

This recruitment will be conducted by a combination of written test, skill test and interview.

1. Written test

The main content of written test includes Public Basic Knowledge, including laws and regulations, political economy, current governmental policies, science and technology, provincial situations and comprehensive writing. The full score of the written test is 100. The written test and the scoring shall be conducted in a unified way under unified standards.

The written test's result and a list of candidates for interview shall be published timely after the written test.

The time and place for the written test will be notified separately according to the application situation and the pandemic situation.

2. Skill test

The Academy will provide skill tests for different disciplines, with focus on the skills required for the position, and the full score of the skill test is 100.

The time and place for the skill test will be notified separately according to the application situation and the pandemic situation.

After the skill test, the exam result will be calculated by weighing the written test and the skill test at 50%:50% proportion under the full score of 100, and a list of candidates will be selected for interview depending on high to low scoring at the prescribed rate; for the position for which there is not qualified candidate, the recruitment shall be cancelled; if the prescribed rate is not met, only the qualified candidates account.

2. Interview

The interview will be conducted in a structural model, with focus on candidates' comprehensive analysis, planning and organization, coordination and resilience, application of professional knowledge, language expression, self-awareness and other aspects of quality and ability.

The time and place for the interview will be notified separately according to the application situation and the pandemic situation.

According to the recruitment positions and the number of recruits, the interview candidates are determined depending on high to low scoring at the published rates, and are published to the society under the prescribed procedures. For the position for which there is not qualified candidate, the recruitment shall be cancelled; if the number of qualified persons does not meet the required rate for interview, only the qualified persons account for the purpose of the interview. If an interview candidate fails to submit the required documents to the Academy within the prescribed period, he or she shall be deemed to have waived the interview. After review, the applicants who do not meet the conditions for applying for the positions will be disqualified from the interview. In case where the aforesaid waiver or disqualification causes vacancies, the vacancies shall be filled by those who have comprehensive result above the qualified line, depending on high to low scoring, and this shall be published to the society.

After the interview, the final exam result will be calculated by weighing the written test, the skill test and the interview at the published 25%:25%:50% proportion under the full score of 100. The written test, skill test and interview results and the final exam result are rounded off to 2 decimal places. According to the final exam results, a list of candidates will be determined for observation and physical examination. In case where a recruitment position has more than one final result in parallel, for the purpose of determining the candidates for observation and physical examination, the one who has higher written test result shall be selected. If they also have written test results in parallel, additional examination may apply.

(IV) Observation and physical examination

According to the recruitment positions and the final exam results of the candidates, a list of candidates will be determined for observation and physical examination depending on high to low scoring at the 1:1.5 proportion. The Academy will independently determine the order of observation and physical examination according to the actual situation, and organizes them equally.

The observation will be conducted by means of access to archives, letters from schools, field visits, and individual interviews, with focus on ideological and political performance, moral quality, professional ability and work performance. The physical examination will be conducted with reference to the Notice on Amending the provisions of the General Standard for Physical Examination of Civil Servants (Trial) and the Operation Manual for Physical Examination of Civil Servants (Trial) (MOHRSS No. 140 of 2016). In case the disqualification of persons from the observation and physical examination causes vacancies, the vacancies shall be filled by others who have been included in the list of candidates for observation and physical examination for the position at the same number.

(V) Announcement and employment

For those who pass the tests, the observation and the physical examination, a list of proposed employed persons will be announced to the society at the website of the Academy (http://www.as.ad.tsinghua.edu.cn) for 7 working days. A conclusion shall be made by the Academy after investigation according to relevant rules in case of any objection arising during the announcement period. Upon expiration of the announcement period, if there is no objection or if the problem proposed does not affect the employment, the Academy will propose employment opinion, and the employment filing will be made after it is reported to the municipal bureau of human resources and social security according to the management authority. If the problem proposed affects the employment and is identified after investigation, the applicant will not be employed. If the applicant meets the conditions for employment, the municipal bureau of human resources and social security will issue the Notice to Public Institutions' Recruits, and they shall sign an employment contract in the prescribed format to establish their employment relationship. The probation system will apply to the recruits. The execution and performance of the employment contract shall comply with the Measures for the Employment of Persons for Public Institutions of Qingdao.

V. Compensation

The recruits will be included in the official staff of public institutions of Qingdao, and their compensation and other benefits will be determined according to the policies of public institutions of Qingdao and the Academy.
